Scenario plug-in updated for Atlassian API change

Background changes were made to the Scenario plug-in for compatibility with an API change from Atlassian.

Bug fixes

• An issue has been fixed in which a qTest Scenario environment was failing HSTS validation from the Connect Security Requirements Tester.
