As an admin, you can activate or deactivate users in the Usermanagement tab:

To enable a user, select the check box in the Enabled column. This gives the user access to the project.

To disable a user, deselect the check box. Disabled users cannot log on to the project.
Show and hide disabled users
To hide or show disabled users, follow the steps below:

Go to the View menu.

Click the Show/Hide disabled users toggle.
