Users of the Admins user group are able to activate or deactivate all users via the user management tab of your project window.

Enable the respective checkbox in the Enabled column to give a user access to the project. Users whose checkbox is disabled cannot log on to the project.

You can hide or show disabled users by pressing F9 or by toggling the Show/Hide disabled users button in the View menu.
